Yes. That is what Bugatti say. Width still changes by style, so a true length can feel tight if you need Comfort Wide or Extra Wide.
Measure your foot, then either match that number to the foot-length column, or add 1.5 cm and match the shoe-length column. Those two routes are meant to land on the same EU size. Pick the men’s chart or the women’s chart for the shoe you are buying.
Look for Comfort Wide or Extra Wide across the forefoot. For boots, Perfect Wide and Perfect Small are the shaft-width options. If a Comfort Wide style still feels snug, Bugatti say removing the cover sole opens it up to Extra Wide.
The 1.5 cm you add is their fitting allowance, so do that before you jump a size. If you are still between two sizes after that, we do not have a further rule from them. Try both if you can, especially if you will wear a thicker sock.
